The administration and research section is headed by ACDO(A) who, in addition to his being the MOOD officer, supervises the work of LO(A) and staff officers and co-ordinate overall work programmes for the Office. The whole section itself is responsible for overall office administration and staff management, co-ordination of services for the individual at the public enquiry counters, collating and analysing information with a view to effectively co-ordinating inter-departmental activities within the district and proposing modifications to existing Government policies and procedures.

The ACDOS in charge of sub-offices work closely with ACDO(L) on matters related to liaison and feedback and ACDO(A) on matters related to the administration and research section. In addition to supervision of respective sub-offices, ACDC (HH) is responsible for maintaining liaison with women and elderly organizations as well as research on environmental problems, ACDO (HT) for co-ordinating youth and community services, sports and recreation activities and collating feedback on student activities and educational institutes.

The CDO attends HAD meeting (normally once a month for briefing purpose) and the biweekly CDC(K) meeting which acts as channel of communication between Headquarters and the districts and prescribes work targets and objectives. See work objective programme for the district at App. XXV. District staff meetings are held biweekly and FOOD session
every week.

Despite the number of female officers and the relatively short period of service of most officers in Government, the Kowloon City team is on the whole a balanced and energetic one. The main problem is the enormous amount of overtime accumulated through non-office-hour work required for night functions and MAC and AC activities.
Conclusion

Because of the highly contrasting characteristics of the sub-districts in the district, ranging from the squatter area at Sai Tau Village to the high-class residential area of Kowloon Tong, and the political nature of CDC work, it is difficult to quantify the work load and achieve- ments of the Office. As special attention is paid to the 'grey areas', to anticipate and forestall problems in advance and to sound the alarm bell and take nip-in-the-bud action as soon as the first sign of trouble is detected, Kowloon City appears to be a relatively 'quiet' and 'cushy' district. However, beneath the surface, and within the district, much is going on all the time through the concerted efforts of a team of dedicated staff always strifing to generate a greater confidence in Government among the people.
