District Anatomy

31.

As an attempt to keep abreast of developments in the district, a District Anatomy Report, outlining the main social and economic features of the district, has recently been prepared by all staff of the Office (App. XXI). In addition to the issues listed in Chapter 4, para. 57 to 74 of the Report, the following issues are being closely watched, monitored and programmed :

(a) Repercussions, especially on traffic, arising out of

the opening of the Hunghom Railway Terminus (App. XXII).

(b) Special programme for liaison with workers and the

industrial sector which it is hoped to launch in conjunction with other district officers as soon as possible (App. XXIII).

(C) Homantin community development programme (App. XI),

already described under the heading of MAC in para. 14.

(d) Activities of SOCO and NAC, especially as the headquarters

of the former has recently been moved to Hunghom.

A dossier on all social-work strategy oriented

pressure groups has been compiled by the department. At the district level, the Office maintains very cordial relationship with these two organizations i.e. SOCO and NAC and the trend is likely to continue in the foreseeable future.

District Administration

The Office has a team of 56, including 1 AO, 1 TO(I), 13 EO II (6 of whom are female officers, and 6 on trial or probation), 2 certificated masters (who, together with 18 in otheroffices, have been seconded to the department as a result of the surplus of teachers in Government primary schools), 4 liaison assistants, 8 clerical officers, 6 clerical assistants, 1 SAT, 3 typists, 4 messengers, 12 part-time community organizers (working 30 hours per week at $900 per month), and 1 part-time secretary (at $500 a month).

Essentially, this Office operates on two separate directions - with a liaison and feedback section on one hand and an administration and research section on the other. The liaison and feedback section, headed by ACDO (L), is responsible for maintaining and extending the existing liaision network, planning, co-ordinating and consolidating community involvement efforts, collecting, and collating feedback information on major Government policies and districtissues, attending to emergencies and natural disasters, and co-ordinating "relief work.

In addition to specific assignments related to their particular areas, the area liaison officers are responsible for maintaining close liaison with area organizations (including area committees, kaifongs, clansman associations etc.), overseeing formation and servicing FACS, collecting and collating community information and feedback, identifying and reporting area inadequacies to executive departments with a view to ensuring that follow-up action is promptly taken.
