The 8 ACS (App. XIV), formed roughly on the basis of 50,000 people per area, are serviced by the respective liaison officers. Apart from fulfilling liaison

feedback and, at times, operation functions, they have served excellent training grounds in which prospective leaders could be matured and observed by the Office, an important function especially now that there is an ever-growing need for new blood from the grassroots level to be appointed to the numberous statutory and non-statutory committees and, perhaps, the Legco. Of the

8 ACs, the Kowloon Tong and Homantin (North) ACs are most sophisticated and those from Hunghom and Tokwawan (North) provide the best contacts from the grassroots level. Typical example of minutes of their regular meeting is at App. XV.

With the formation of the 'Clean Your City' groups in January 1975, and the department's take-over of responsibility from the ED, it is intended that the activities of these young people

be tied in with AC activities, thus providing an additional channel for mobilization of youth in support of the AC activities. See App. XVI for such a programme.

City District Committee

20.

This is the apex of the district political infrastructure, with the City District Officer as the chairman, D. the Hon. S.Y. CHUNG as the Hon. Adviser, 8 official members made up of representatives from USD, SWD, HD, D and Police, 8 area committee chairmen and 11 appointed members. (App. XVII)

It is often at this meeting that major Government policies are explained and local opinion solicited, and where district activities, particularly community involvement activities, are planned, co-ordinated, and assessed,

22. Clean and the other for the Fight Violent Crime Campaign, which are chiefly responsible for campaign matters in the district. The former was more active during the height of the KMKCC and the latter, being reactivated recently to coincide with the appointment of un-officials to the Central Fight Violent Crime Campaign Committee, was largely responsible for involving local schools in a survey on 'Crime Situation in Schools' in the district (App. XIX) the report on this was favourably discussed by the FVCC recently.

23.

It has been the practice to invite Government-representatives to give talks on major issues after the CDC meeting. Talks over the year include the Education White Paper, Anti-corruption work etc. The most recent one is a talk by the Railway General Manager before the Kowloon Station opened (App. XVIII).

The Youth Services Council

24.

The Youth Services Council evolves from the DYRCC which is responsible for planning and co-ordinating summer programmes for youths. Formed in 1974, it consists of about 50 member agencies, including local community leaders, chairmen of ACs, youth organizations, student bodies, schools, factories and kaifong organizations. Instead of providing only annual summer activities for youths, it provides
