Taking into account H.E.'s directive and conclusions drawn

from investigations undertaken in the past few months, this

paper recommends:

(1) that Government should now seriously consider giving a

supply of fresh water to individual households in the

Walled City. There is evidence to indicate a clear

expectation among Walled City residents for a household

supply on the one hand, and possible practicability of

arranging a supply on the other. However, as a first

step, it is recommended that a full scale technical

survey should be conducted by Waterworks Office to a

ascertain the precise details of the technical problems that will have to be surmounted, particularly those which concern pipc-laying and supplies to upper floors. This

survey should also aim at estimating the order of costs, and the likely revenue, for the supply system.

(2) that coupled with the full scale water supply survey,

China Light and Power Company should be asked to conduct a similar survey (in co-ordination with WWO) with a view to tidying up the electrical wiring in the Walled City at the same time that the household water supply is being implemented. The Power Company has indicated willingness to conduct this survey.

(3) that irrespective of the decision on recommendations (1) and (2), funds to the order of $75,000 should be allocated to this Department for the improvement of the drainage system in the Walled City. It is suggested that the improvements be processed as a Local Public Works item through the HAD Vote.
