It is not proposed to make any special public announcement about the making of this order. There may however be some press comment when the order is gazetted, and this could lead to enquiries as to whether the exemption could be more generally relaxed. Any such enquiries if made would be answered by explaining the greater danger to aircraft represented by a broader relaxation.
Honourable Members will be asked to advise, under section 3 of the Hong Kong Airport (Control of Obstructions) Ordinance (Chapter 301) whether:
(a)
(b)
the Schedule of the Hong Kong Airport (Control of Obstructions) Order should be amended to include the exemption of the area covered by Government Land Allocation K107, the site of the Royal Observatory, from building height restriction up to a maximum of 81-metres above Principal Datum; and
the draft order annexed should be made.
(The Director of Royal Observatory (Mr G. J. BELL), the Director of Civil Aviation (Mr R. E. DOWNING) and the Deputy Secretary for the Environment (Acting) (Mr A.G. EASON) will attend before the Council for the discussion of this item).
