Whether a demolition scheme can be initiated and carried
through will depend almost as much as the success of its introduction
as the detail of its terms. While there might appear to be advantages
in attempting a piecemeal approach, that is dealing with one or two
buildings initially to test conditions and lay down precedents, it
seems unlikely that such an approach could be adopted without unavoidable
questions be raised as to the full extent of the H.K.G. 's intentions.
It will be necessary, therefore, before announcing any scheme, to give
careful consideration to the exact line to be taken in bringing the
problem out into the open. An initial step might be a public expression
of anxiety about the problem by the H.K.G., emphasising its "international
standards" background, to be followed by a publicly announced survey
"to establish the extent of the problem". At this stage, no firm
proposals regarding a solution would be made, although general indications
of the H.K.G.'s wish to consult those affected and achieve a reasonable
solution might be given. The limited amount of information already
available could then be expanded by the addition of details gathered
by survey of the property and people affected. The reaction of those
affected to these moves and the climate for advancing further could be
assessed and, if no strong opposition emerged, proposals along the lines
set out in paragraphs 9 to 16 could be made public.
