The cost of permanent removal could be calculated on a
$ per square foot basis similar to that offered to occupiers of flats
in buildings cleared by the Government for development or the mass transit
railway. The rate would be around $20 per square foot, half payable
upon agreement to vacate being obtained and half upon vacant possession
being given. The maximum potential cost of making such payments
would therefore be about $0.8 million.

The cost of temporary removals would depend on whether
occupants of flats on one or more floors beneath those to be demolished
would be required to move out during demolition and new roof construction.
But if 100 flats were affected and a $20 per square foot rate similar
to that to be offered to those moving out permanently were adopted, bearing
in mind that complete removal would not be necessary but that two moves
would take place (out and back in), the cost would also amount to about
$0.8 million.

The total cost of the inducements described in paragraphs 9
to 13 would be about $6.6 million if flat replacement within the Walled
City is allowed for, and $15.6 million if replacement is to be outside
the Walled City. These figures are based on fundamental assumptions
which, if a dialogue with the parties affected is started, may prove to
be unrealistic. They are only intended at this stage, therefore, to
indicate the financial commitment which might be involved.
Alternative Accommodation

Again, without the benefit of consultation, it is difficult
to assess accurately whether there will be a requirement for the H.K.G.
to make alternative accommodation available for people temporarily or
permanently
