4. I should also be grateful if Economists Department would produce (as agreed orally with Mr Herd) the Background Note on the Portuguese Economic Situation (Brief No. 7). It should be cleared with the Treasury and elsewhere as necessary and sent to Mr Fell in final draft form by noon on 8 February.
