If I may comment upon the two points which seem to giv rise to these misgivings:

I was not intending to say in what "preciso way" construction of an international airport at Macau would affect that Colony; there would clearly bo many effects other than those I mentioned. My pur was simply to point to those matters which clearl were a domestic concern for Macau emphasise the c trast with the question of possible air traffic co problems which would inevitably arise for Hong Ko (and thus be a legitimate concern to ourselves) i there were to be two international airports operati so close to each other.

I do not think the phrase which I used in the dr. note attached to my earlier letter constitute: preciso a statement of the Hong Kong Government'; intention ... to build a second airport in Hong since I specifically say that the air traffic comb problems could well be increased if the studion were to result in a decision to build a new airpo. Before including any mention of the possibility of new airport I spoke to Milton (HKD) and found th agreed with me that since there had been press rop in Hong Kong of the studios carried out to decide whether or not to build a now airport, the whole question was "in the public domain" (to use Milton. own phrase).
