We have opted for the second course of action suggested in the final paragraph of your letter. I enclose a copy of the Note we are sending to the Portuguese Embassy.

You will by now have seen a copy of Nick Fenn's letter of 28 March to me. We hope that the onus we are seeking to place on the Portuguese/Macao authorities to find out the Chinese attitude to the Macao airport project - See the second sentence of the Note to the Portuguese Embassy will lead to the project foundering in the Pearl River estuary.
