At the end of last year the West German Embassy in London applied for permission for the "Otto Hahn", a nuclear- powered and State-owned merchantman, to visit Hong Kong in the New Year. The visit is now scheduled for the end of this month and the beginning of the next; the exact dates are not yet
known.
9.01 B. In the firm view that this was a matter in which Hong Kong
Department should be involved, I referred the West German application to both the Ministry of Defence and the Hong Kong Government. The MOD hold themselves ready, at our request, to supply what help is needed: the Hong Kong Government have 2 been noticeably quiet about keeping us informed and letting us know what help they need. My most recent letter to the Hong Kong Government, to the Assistant Political Adviser on 28 February, is as yet unanswered.

4. It could well be that Hong Kong wish to "go it alone" as much without our help and interference as possible. could be, on the other hand, that there is simply a bureaucratic delay. In all events the Hong Kong Government must by now be in direct touch with the West Germans (a representative of the ship's owners, GKSS, visited Hong Kong early in the New Year). However, I adhere to the view that I put to Hong Kong in para. 2 of my letter of 10 December to Mr Drace-Francis, that we wished to be consulted about these visits.
