like to see, If you can combine the NUSAFE instructions and the operation order drawn
up by HP Tumur (enclosed in your letter of 15 March) and, when doing so, exclude any reference to the Ministry of Defence, and to
the NUSAFE Regulations themselves, then this
is pretty well all that would be required. The MOD (Navy) are prepared to advise on the finished combination. The finished safety scheme will also need to be cleared by you direct with the DOT and the SRD of the UKARA; NUSAFE facilities: Against your request the MOD are prepared to consider the ponsibility of the Naval Emergency Monitoring Team (NEMT) at Alverstoke being placed on standby to fly
out in the event of an accident. This would
be subject to a repayment by you. Arrangements for recovering the costs from the Germans in
such an event would of course have to be made
separately by you and again direct with the Germans,

It is for you to obtain from the Germans (presumably via the Federal German Consulate General in Hong Kong) a note providing the same degree of indemnity as was obtained in the case of the Southampton visit. Our Legal
Advisers would need to look at these in advance
of the "Otto Hahn's" visit. I enclose a copy of Bonn telegram No 774 of 13 August which contains an English translation of the Note used in the case of the "Otto Hahn"í visit to
Southampton. One section was subsequently changed (see Bonn telegram No 946 of 15 October: copy also enclosed) and this is underlined.
It will be clear, from the closing sentence of
paragraph 3, that I have not yet replied to the West German's note of 23 November, even though they have
