AMENDMENTS TO DRAFT LETTER TO HONG KONG
Paragraph 2b, second sentence. Delete and substitute:
ANNEX
"In practice this will entail our receiving advance assurances from the Department of Trade and the SRD of the UKAEA (who are HMG's advisers on these matters) that the arrangements you have made are up to UK standards".
Reason: Clarity, especially with respect to MOD (N) who strictly
speaking have no part to play in the formal vetting
of safety arrangements, although, as we have indicated, we are prepared, by virtue of our involvement in safety of nuclear warships in Hong Kong, to assist in preparing a special safety scheme.
Paragraph 2c.
Delete and substitute:
"We are not however prepared to be responsible for the safety of the OTTO HAHN during the visit or for any other administrative arrangements (eg insurance) which may be necessary. Nor is this any concern of the Ministry of Defence, who are involved solely with the activities of HMS Tamar".
Reason: as above.
Paragraph 3. Better placed after paragraph 4, with consequential amendments to the fifth sentence, as follows:

Paragraph 4(b)(original). We can, I think, be slightly more positive. Could the first sentence read:
"NUSAFE facilities: against a formal request from you, the MCD are prepared to consider placing the Naval Emergency Monitoring Team (NEMT) at Alverstoke on standby to fly out in the event of an accident, subject to repayment by you on whose behalf the NEMT would be acting. Arrangements for recovering any costs from the Germans
