VISIT OF THE "OTTO HAHN" TO HONG KONG

I am now able to reply to your note of 10 May.
After careful consideration of all the factors, we are prepared for this proposed visit of OTTO HAHN to withdraw the requirement to delete reference to NUSAFE in the operational order drawn up by the Hong Kong Government, on the understanding that the following arrangements are made:

The Hong Kong Government formally agree arrangements with the Germans along the lines of the draft attached to Drace-Francis' letter, but with the following amendments to (a) and (e) which should read:

"(a) The operational orders contained in the attached document,
together with the arrangements laid down in the Hong Kong NUSAFE orders, will be followed in all particulars."

The operational orders to be attached to the Hong Kong Government letter to the Germans are cleared beforehand with Department of Trade and UKAEA; we for our part are now content with them as drafted.

A formal exchange of letters between the UK and the HK Government is made about the arrangements which emphasises that MOD is only acting as an agent of the HK Government, and that full responsibility for the visit and its consequences lies with the HK Government.
On the question of provision of the NEMT, we are content to place the team on standby to fly out in the event of an accident, on the understanding that:
no extra costs are incurred by MOD (ie costs are met by the HK Government in the event the team is required);
and b. one month's notice is given of the visit to MOD.
