Our departmental Legal Adviser is still working on the note contained in Bonn telegram 774 (as amended by Bonn telegram no 946). I will let you know as soon as I can of the changes (if any) that will need to be made;
(f) your reply to the German Consulate-general:
We have clearly not reached the position when you can respond to the approach from the German Consulate-General, Hong Kong. Looking rapidly through the draft reply enclosed with your letter of 3 May: (a) awaits clearance by the DOT and UKAEA; (b) awaits clearance by our Legal Advisers; (c) is agreed; (d) is agreed; and (e) is, hopefully, agreed.
