I am writing to reply to your letter of 23 November 1976 to Mr Makepeace in Energy Department about the proposed visit of the "Otto Hahn" to Hong Kong, since it has been agreed that this department should assume responsibility within the Foreign and Commonwealth Office for the arrangements that will be necessary. I apologise for the delay in replying but I understand that you have been in touch with Mr Makepeace regarding the proposed visit and that representatives of the ship's owners, GKSS, also discussed it with the Hong Kong authorities earlier this year.
I am pleased to say that, subject to the ship's owners reaching satisfactory arrangements with the Hong Kong Government on such questions as insurance and safety, we would have no objections to the visit going ahead.
I understand that your own Consulate-General in Hong Kong have recently been in touch with the Hong Kong Government and I think that the next step is for the latter to give them a clear idea of the arrangements that we require. These are still subject to our discussion with the Hong Kong Government, but the latter will convey the outcome to your Consulate-General as soon as possible.
