VISIT OF THE "OTTO HAHN" TO HONG KONG
1.
Mr Makepeace may wish to see my minute of 2 June to
Mr Rushford and the latter's reply of 8 June (Flag Aead:-B).
2.
I have found it a little difficult to draft my way out of the problem set out in the first three paragraphs of Mr Rushford's minute. But I would be grateful for your comments on the following redraft of subparagraph b of the proposed draft letter from the Hong Kong Government to the German Consulate General in Hong Kong:
"that the terms of the Federal German Foreign Ministry's Note of 15 October 1976 to HBM Embassy, Bonn, apply to
the visit of the "Otto Hahn" to Hong Kong, in case of any claims arising from the visit:".
(My German is not as good as it might be: perhaps you could confir that the German MFA's Note of 15 October is a fair German rendering of Bonn telegram 774 as amended by Bonn telegram 946.)

As Mr Rushford suggests in his minute of 8 June, strict conditions were attached to the Otto Hahn's visit to Southampton, although they were not specified in our reply to the German note verbale.
2. As I read it, the German MFA's note of 15 October is a fair rendering of Bonn Telegram 774 as amended by Bonn Telegram 946. This was confirmed by our Embassy in Bonn in Bonn Telegram
On this basis it was accepted as satisfactory for the Southampton visit.

3. Subject to Mr Rushford's further advice, I see no objection to the proposed redraft in Mr David's paragraph 2.
