1. We have spoken about my submission of 1 September. I should confirm that the Department of Trade have told us that Mr Clinton- Davies, Parliamentary Under-Secretary of State, was consulted about and approved the visit of the "Otto Hahn" to Southampton in October 1976 and that it is the DOT's intention to consult their Ministers about the latest proposal for a visit by the ship to the Clyde, (paragraph 2 of my submission refers).
2. You asked me to let you have a draft telegram to Hong Kong which would begin by stating our policy with regard to responsibility for ensuring that proper arrangements are made for the visit of the "Otto Hahn". I have revised the draft telegram we had been holding against approval of my submission and attach it. I have added a second telegram containing the terms of the draft reply which we would like to see Hong Kong send to the Note they have received from the German Consulate-General. I also attach copies of the items of correspondence to which I have referred.
