Explanatory Memorandum
The purpose of this Bill is to remove doubts
as to whether guarantees can be validly granted under
section 12(1) of the Mass Transit Railway Corporation
Ordinance in respect of interest, amounts payable under
price variation clauses, premium or other charges the
amounts of which are not quantified in the Legislative
Council resolution authorizing the guarantee.
