MASS TRANSIT RAILWAY EXTENSION.
*
We sent, under cover of our Eiser 44 of November 4, copies of the publication "Tsuen Wan Extension Preliminary Information for Prospective Tenderers". I now enclose a copy for your personal retention as I am sure that the subject will continually crop up in general discussions about the Hong Kong market over the next twelve months.
2.
It is worth drawing your attention to the following features of the MTR's planning for the extensions-
(a) the closing date for prequalification is 30 November, 1977
(para 15),
(b) both fixed price bids and tenders with escalation clauses
are invited. (para 8),
(c) some of the Civil and E & M contracts may be combined if
this is thought to be financially advantageous to the MTH (para 9).
(d) certain building service contracts for the main depot will
become sub-contracts to the civil contracts (para 11); and
(e) the preferred currency for payment is Hong Kong dollars (para 13).
3. I am sending a copy of this letter with its enclosure to Charles Birch in ECGD and, without enclosure, to Peter Bryant in OPG and to John Stewart, HK & GD, FCO.
