I am writing to keep you informed about the plans we are making to present our proposals in Hong Kong.
We have heard from Sir Sidney Gordon, via the British Trade Commission in Hong Kong, that besides yourself both he and Mr Stones will be away from Hong Kong until the end of this month or early in October. Sir Sidney has suggested, therefore, that the British team should delay its visit until China Light & Power/PEPCO are fully represented, but that it would be helpful if we could send written material in advance for study in Hong Kong.
I propose therefore, to send the full text of our proposals, including the volumes of technical detail, to Hong Kong as soon as they are ready. I hope that this will be within the next two weeks or so. I should then be available to head a team which would be able to come to Hong Kong for discussions with you on our proposals I suggest that a date around the middle of October would allow sufficient time for an initial examination of our proposals.
