I enclose, for your information, a copy of a letter which has been addressed to the Prime Minister by Sir Lawrence Kadoorie in response to the message which the Prime Minister sent him at your Minister's suggestion in September (Nigel Wicks' letter of 21 September to you).
No further action seems to be required on Sir Lawrence Kadoorie's latest letter, but if your Minister considers otherwise, perhaps you would be good enough to let me have advice accordingly.
I am sending copies of this letter and enclosure to Stephen Wall (Foreign and Commonwealth Office), Martyn Baker (Department of Trade), James Bretherton (Department of Energy), and Ian Smith (Chief Secretary's Office, HM Treasury).
