The latest estimates of demand show an average growth pattern of 8.3% p. a. for the 10 years between 1977 and 1987. This is higher than the original CLP forecast, but almost in line with the demand projections made by the Government earlier in the year.

It has, therefore, been decided to employ this higher fore- cast, set out below, for the purposes of this memorandum and CLF's future expansion plans (c.f. paragraph 7 of Annex A to XCC(77)86).
