conceding the higher level of permitted return would have an insignificant effect on tariff levels over the period in question;
the reason for the expansion and consequent higher tariffs is the continued growth in the economy.
Lastly much should be made of the fact that in 1983 all aspects of the Scheme of Control will be subject to review. In other words, if circumstances then are such that certain of the terms of the Scheme of Control as drafted are no longer appropriate, then changes can be negotiated at that time. If Honourable Members so wish, provision for a further review in 1988 could be included in the Scheme.

No aspects of the predicament that CLP find themselves in over the financing of their necessary expansion should be withheld from the public and the public should be assured that their interests will be safeguarded by the careful monitoring of tariffs and by the constant review of the Scheme of Control.

To ensure that a well balanced and co-ordinated programme of publicity is launched, a Working Group on Publicity is being convened, on which the following will be represented:
Economic Services Branch
Home Affairs and Information Branch Information Services Department
China Light and Power Company Limited.
This group will decide:
(a)
what should be said and how;
(b)
who should say it; and
(c)
what arrangements should be made for defensive publicity to counter adverse reaction from the public.
It will start from the premise that more electricity must be generated to sustain economic growth and to promote a rise in the standard of living and will work out its publicity strategy accordingly, bearing in mind that there can be no question of taxpayers subsidising consumers.
