CLP/Exxon have asked for a firm price for the supply of two further 350 MW units;
CLP/Exxon may well make use of CEGB services additional to those covered by the UK package eg site supervision.
4 The publicity aspects need careful consideration. Ideally the project should be given no publicity until the contract was signed. But it is hardly realistic to hope that the press will not hear about the project until March. We do nevertheless hope to be able to delay publicity until about the second week in January: this would give us an opportunity to co-ordinate publicity arrangements with Sir Lawrence Kadoorie, Chairman CLP, who will have a considerable public relations task in defending a negotiated contract with Britain. It is therefore very important that no publicity be given to the Letter of Intent at this stage.

I attach a personal letter, which has not been opened, from Sir Lawrence Kadoorie to the Prime Minister. We shall, of course, provide a draft letter if a reply to Sir Lawrence would be appropriate.
