Please pass following from Lippitt (DOI) to Sir Lawrence Kadoorie before latter leaves for Switzerland;
1 In the light of the full report which I received from Alastair Macdonald and David Gemmill of their discussions with you, my Department is now considering urgently with the main companies involved the preparation of specific proposals which I can present to you.
2 I have also had very constructive discussions with the Central Electricity Generating Board. The CEGB has now appointed a senior team to work on this project on our behalf.

I propose that the CEGB team should come to Hong Kong for discussions on site selection and evaluation, together with the scope and quantity of the equipment you require in addition to the power station. The team will be available as soon as we receive your agreement.
4 It is my intention to submit to you in mid-August detailed priced proposals for the supply (c.i.f) of the principal components of the power station, nominating UK contractors considered by my Department as competent to fulfil the necessary contractual commitments. At the same time I should present our financial proposals to you. I can assure you that the proposals will demonstrate a high level of technical competence. I am also confident that the overall financial aspects will be competitive and that our total proposals will have a significant and beneficial impact on the project as a whole and on the economy of Hong Kong.

During the course of the contractual negotiations the potential UK suppliers will be co-ordinated and led by my Department. The CEGB will be available at all times to assist my Department on technical matters.
