Hong Kong Power Station Project
You wrote to Patrick Wright (from whom I have now taken over in No. 10) on 28 June about the position which has now been reached on the Hong Kong power station project.
The Prime Minister has seen your letter and has noted that your Department will be giving urgent consideration, together with companies concerned, the CEGB and ECGD, to the issues which arose during the recent discussion in Hong Kong with the aim of putting fairly specific proposals to Sir Lawrence Kadoorie by the middle of August. The Prime Minister is content with this approach but has commented that it is important that no time should be lost. He has confirmed that he would wish to be informed of the proposals which emerge before they are put to Sir Lawrence Kadoorie and I should be grateful if you would ensure that this is done.
I am sending copies of this letter to Kingsley Jones (HM Treasury), Ewen Fergusson (Foreign and Commonwealth Office), Martyn Baker (Department of Trade) and James Bretherton (Depart- ment of Energy).
John Mills, Esq., Department of Industry.
