Thank you for your letter HKK 164/1 of 6 July. I am sorry not to have sent you a copy of my letter of 27 June which reported the contacts which CLP had had with China National Resources in Hong Kong about the possible supply of coal from China. I will ensure that you and Far Eastern Department receive copies of all correspondence on this subject which I may send in the future.

I hope I am right in regarding Alastair Macdonald in IC2 as my main point of contact. in London for discussions of the purely Hong Kong aspect of the proposed package. I have followed the practice of replying to telegrams from him which reach me in the Creda series without repetition to the FCO. I assume that he is keeping you and Christopher Robers fully informed of develop- ments within the Department of Industry. In other words I am relying on the telegram distribution system at the London end to ensure that copies reach all Departments who have an interest in the subject. I confess to being puzzled by the fact that certain telegrams come to me in the FCO rather than the Creda series. Unless I hear to the contrary I shall reply to a particular telegram in the same series in which it was received.
