For highway traffic the bridges from Lantau to Tsing Yi would cost from HK$224 million for minimum navigation clearances to HK$255 million permitting passage of very large ships helped by tugs. Two tracks of mass transit or two exclusive bus lanes, could be added bringing the total to about HK$375 million. suspension bridges from Ma Wan to the Mainland are segments of crossing estimated to give four lanes of highway for HK$277 million to HK$301 million.

The results of the geophysical survey make the early tentative estimate of HK$535 million for a four lone vehicular_tunnel and bridge crossing unsuitable for further use. Borings and rock samples would be needed to assess whether the rock would be capable of being dredged. Its presence as outcroppings indicates it is likely to be hard and sound. The two track mass transit tunnel is in a similar state of uncertainty as to cost. Moreover, whatever the added cost, the construction period of a tunnel would be protracted because of the rock, thus losing any advantages of earlier completion as compared with a bridge.

Likely Returns

The 1,150 acres of residential land north east of Penny's Bay may be sold for development. The study finds that if sales are made at rates comparable to those forecast to obtain for Tsing Yi Island the cost of the crossing may be recovered from the sales of just a portion of the 1,150 acres. As an example, if 585 acres were sold at HK$40.00 per square foot, the receipts would cover the land formation costs and the HK$255 million bridge.

Conclusions

The interval between the decision to build a crossing and its opening date is a function of site conditions, resources applied, management and construc- tion technology, and the influence of unforeseen conditions. Under the most favourable circumstances a bridge crossing would take six or more years to complete. A tunnel facing rock excavation would take no less.
