The China Light and Power Company Limited has advised that, given the growth in demand for electricity, unless new generating units can be put into operation by 1982, the reserve capacity available for the electricity supply system in Kowloon and the New Territories will have dropped to an unacceptable level, placing the supply to con- sumers at risk. The alternatives open to the Company are:

to extend the generating capacity of Tsing Yi Power Station;

or

to construct a new power station elsewhere.

Although there is land at the Tsing Yi Power Station for an additional 2 x 200 - Megawatt generating units, this would only postpone the need for a new power station by two or three years. Moreover, extension of this station is not a sound solution for the following reasons:

By April 1977, Tsing Yi Power Station will have an installed capacity of 1562 M. W. The addition of two further units would increase the capacity of the power station to about 80% of the Company's total generating capacity. It is unwise to concentrate such a high proportion of capacity and investment at one site, both for security reasons and because a major failure of common equipment shared by all machines at the station would mean a loss of electricity supply to a great number of consumers for a considerable period of time.

The fault levels at Tsing Yi and Kwai Chung are at the capability limits of the circuit breakers. Further generating units at the Tsing Yi Station will increase the fault levels beyond these limits, resulting in unsafe running of the power station.

At Kwai Chung control centre and in Kwai Chung, the roads are almost completely filled with the existing electrical cables. Because of the congestion of the transmission circuits between the Tsing Yi Power
