Our CREDA's 59 and 64 of 15 and 21 July reported the outcome of the Ambassador's discussions with the Ministry of Foreign Trade and the Ministry of Coal Industry about the Hong Kong Power Stat- ion and the possibility of the supply of Chinese coal for British mining equipment.

2. You may have wondered why we did not additionally ask for a call on the State Planning Commission which would be responsbile for drawing up the overall plan for both aspects of the deal. In fact the Ambassador has been asking for about three years for a call on the State Planning Commission but without success. We have also asked for calls on the SPC for recent visitors such as Sir John Keswick and the Senior Economic Adviser but they met with the same negative response. In the unlikely event of our securing a meeting with the SPC we shall certainly raise the question of the Power Station. In the meantime we must rely on our contacts with the MFT and the MCI to ensure that our proposals are taken into consideration.
