HONG KONG POWER STATION PROJECT
The Governor of Hong Kong has sent the Secretary two telegrams (copies attached) in respect of this project. Although GEC are at an early stage in developing a "package" which might be presented to Sir Lawrence Kadoorie, it is important that we indicate to the Governor that we are fully aware that a straight- forward tender would be unlikely to succeed. I attach the draft of a telegram which is, I hope, self-explanatory. (The telegram should be sent in cypher by the FCO.)

As the company's main contacts at Lazards have been out of the country, GEC have not in fact been able so far to have meaningful discussions with its bankers. However, a meeting has been arranged for today (Thursday): we intend meeting GEC before the weekend to hear how their thoughts are developing. Our latest information is that Mr Stones, deputy general manager, China Light and Power, and Sir Lawrence Kadoorie's son will be in London on 13 and 14 June, and we are anxious that GEC should have specific proposals to put to CLP then.
