HONG KONG POWER STATION PROJECT
Mr O'Hara (Balfour Beatty) rang yesterday afternoon to say that Mr Warnley, BICC's Marketing Director, was in Hong Kong and had recently seen Sir Lawrence Kadoorie. The latter had said to the BICC representative that he was looking to the UK to provide a complete package for the power station project including transmission etc; he had been to see the Prime Minister at the end of March but had heard nothing further from Britain since then. He would not be able to wait much longer before going to international tender.
2 Mr O'Hara said that he was ringing us both to pass on the message which BICC had been given in Hong Kong and to say that if Sir Lawrence was looking for a complete package Balfour Beatty was "willing to stitch something together". Mr O'Hara acknowledged that if the project was meant to cover desalination, pump storage facilities, new harbour facilities, as well as the proposed power station, the total project might well be beyond BB's resources. Nevertheless, in principle, the company was interested in the possibility of being retained as managing contractor for the project. Presumably we should informally sound out GEC's views on this when the opportunity arises.
