Following our meeting with GEC; Balfour Beatty; and Babcock and Wilcox yesterday afternoon we heard that any draft telex to Hong Kong would have to be in the Prime Minister's box by 7.30 pm last night if the Prime Minister was to consider the draft before the middle of next week. Last night, therefore, the draft telex which had been agreed with the contractors was discussed with the Treasury, and a number of drafting changes made. PS/Mr Williams sent the draft unde. a covering letter to No 10, and we heard this morning that the Prime Minister was himself content for the telex to be sent, subject to the incorporation of a sentence that made it clear that he had personally seen the telegram before it was sent to Hong Kong.
2 I attach the text of the telegram as it was sent to the British Trade Commissioner, Hong Kong (the FCO advised that we should use this route rather than the Governor). I also attach for information a copy of the submission that was made to No 10 on this.
