HONG KONG: GENERATING EQUIPMENT FOR THE CHINA LIGHT AND FOWER CO
1.
Mr Baker, Industrial Adviser, DOI (215-5132) has telephoned to enquire about the PUS's proposed message to the Governor of Hong Kong. I read over to him the text of the message as now issued by the PUS (see the photocopy of the approved draft attached to Mr Stewart's submission of 17 March). Mr Baker indicated that he was quite content.
2. Mr Baker said that Sir Lawrence Kadoorie had sent a message saying that he will be coming over to London from Geneva on Sunday, 27 March and hoped to see Sir Peter Carey the following day. Mr Baker asked me whether we would be making ourselves responsible for fixing up an appointment. I said that this would best be done from within
the DOI. Mr Baker agreed and said that he would get on to the head of the department concerned.
3. I took the opportunity to draw Mr Baker's attention to paragraph 7 of Hong Kong telegram No 268, which deals with the question of Sir Lawrence Kadoorie's seeing Ministers. I said that this department could not offer expertise on the question of whether we should agree to a special negotiated price for equipment for the China Light and Power Co but that we would like Sir Lawrence Kadoorie to be given every opportunity to put forward his case. We would therefore, I thought, support the Governor's suggestion that Sir Lawrence might be seen by Ministers, ie DOI/DOT ministers, subject, of course, to developments on the question of a special negotiated price prior to and during Sir Lawrence's visit. I should be grateful if you would make this point to your contacts in the DOI/DOT as and when the opportunity occurs.

Mr Baker did not say anything about the state of play on the special negotiated price question.
