Sir James Woodeson, Chairman of Clarke Chapman/Reyrolle Parsons, called on me yesterday in order to discuss the contract for the new power station in Hong Kong which is shortly to be placed by China Light and Power (CLP). As you will know, International Combustion, a part of Clarke Chapman, has provided all the boilers for CLP over a number of years. I told Sir James the gist of Sir Lawrence Kadoorie's meetings with myself and my Minister of State, Mr Williams (which I am reporting to you separately by telex, including the outcome of the meeting with the Prime Minister, which had not then taken place).
Sir James said that he would be visiting Hong Kong shortly, leaving the UK on 19 April. He has, of course, arranged to meet Sir Lawrence. However, he asked for any introductions I could give him in Hong Kong, and I undertook to write to you. Sir James is an eminent industrialist and is playing a key part in the current negotiations for the rationalisation of the UK power plant industry. He is also a useful member of the British Steel Corporation Board and was until recently Chairman of our own Industrial Advisory Board in the Northern Region. I do hope that it will be possible for you to meet him during his visit to Hong Kong and to ease his path if this is needed.
I am writing in similar terms to Philip Haddon-Cave. Clarke Chapman also have an interest in incinerator projects in Hong Kong and I am asking Philip to refer him to the appropriate official in the Public Works Department.
