Mr Lippitt said that the purpose of the meeting was to take stock of events prior to the setting up of a proposed joint Industry/Government Group. During his recent visit to GEC
at Manchester he had had the opportunity of speaking to ir Veale, a GEC director, and had told him of the intention to set up such a group.
GEC involvement
2 Mr Havelock confirmed that CEC were still only at a preliminary stage in discussions with China Light and Power (CLP). He hoped to be able to find out the latest. position from the company next week, during his visit to CEC Rugby with Mr Huckfield on 29 April. He said that GEC had invited Mr Stones (CLP's Deputy General Manager and Chief Engineer) to the UK for further talks. Mr Stones was expected to arrive, possibly accompanied by Sir Lawrence Kadoorie's son, on 2 May. Mr Havelock has since learned from GEC that Mr Stones' visit has been postponed until the end of May.7 His impression from previous meetings was that both Kadoorie and Stones were keen to see the UK Government playing a part in the negotiations, in which case officials ought to meet the visitors during their stay. Mr Lippitt thought that it might be useful to arrange more than one meeting to sound out CLP's views as their discussions in the UK developed.
Action: MEPT to liaise with IC2 over the arrangements for these meetings and to advise on the need for a prior meeting with GEC.

3 It was agreed that GEC were likely to be the principal company involved. CEC staff both from the works at Rugby and from Stanhope Gate would need to be brought in. It might also be necessary to include Babcock & Wilcox in view of the possibility
