6. Mr Lippitt wondered whether we should tell Hong Kong about HMG's policy towards the power industry. I said that this could be done but pointed out that there was a risk of leaks in Hong Kong and that any information should be given to the Governor alone. There was some discussion in fact as to whether all Embassies should not be told of HMG's policy in this regard.
7. In reply to my question I was told that Drax 2 must still go ahead and that there was no question of CLP obtaining a power station cheaply instead of our building Drax, if for
no other reason because Drax was planned ten year ago and all the main details etc were already available.
