3. In order to speed up the development in coal and petroleum
industries, practices such as deferred payments and payment in install-
ments used in international trade may be permitted in long-term agree-
ments signed with foreign countries. A number of selected units shall
be supplied by foreign countries under long-term agreements with
whole sets of modern equipment which are to be paid with coal or
petroleum produced in our country. (A long-term agreement was signed
not long ago between China and Japan, providing for the supply of
large quantities of petroleum by China.)

4. Anyone who uses his being "a rebel" or "against the trend"
as "capital" to demand favour from the Party either as an accepted
Party member or as a civil servant shall not only be rejected but

of Four. Little wonder that Chiang Ching and her followers should
have vowed to blacklist the ones who formulated the "20 articles on
