Persistent reports in Canton say a national industrial conference

to learn from Taching is scheduled to open in Peking today. In our

analysis yesterday on Chairman Hua Kuo-feng's latest directive,

we said the part dealing with economy could be summed up in eight

Chinese characters meaning: high speed development, strengthened

management, improved technique and better life for the people.

Hua's instruction is identical with the 20-article programme on

speeding up industrial development formulated by Teng Hsiao-ping

and Li Hsien-nien in 1975. We said that delegates to the forthcoming

conference on industrial development would discuss the line advocated

by Hua Kuo-feng and the discussions would centre on the 20-article

programme approved by the State Council in 1975.

When the Cang of Four was in power the so-called "20 articles on

industry" was branded as one of the "three poisonous weeds,

but the programme has apparently turned into fragrant flowers

again. The contents of the 20-article programme were partly

revealed during the criticise-Teng campaign but were distorted to

some extent to justify the charges against Teng Hsiao-ping. The

Chinese authorities did not at the time publish the full text of the

programme for the obvious reason that it was a rational programme

and would win the approval and even applause from anyone with a

little common sense. The resolutions to be passed by the industrial
