HONG KONG POWER STATION PROJECT
In his telegram of 27 April to Sir Peter Carey, the Governor of Hong Kong recorded the outcome of a discussion with
Sir Lawrence Kadoorie following the latter's return from London. The Governor indicated he had written to HM Ambassador in Peking with respect to the possibility of the export of coal from China as part of the deal.
2 It would be helpful to indicate to the Governor that British companies are anxious to see how best they can present a "package" which would be satisfactory to PEPCO and CLP: I attach a draft of a reply for the Secretary to send. Unfortunately the letter promised by bag in the 27 April telegram has still not arrived, so we do not know what the Governor has put to the Ambassador. When the letter arrives it should be possible to be more specific in the final paragraph of the reply to the Governor.
