5. In the circumstances, you may consider it prudent for some more substantive reply to be given to Miss Tsu's enquiries and now may be the time to put the Governor in the picture. While I may be over- emphasising the importance of conservation events in Hong Kong, I am sure Mr Griffin, to whom I am copying this minute, will bear me out
then in my contention, that if conservationists wish to "make trouble" they have plenty of scope to do so.
