(c) EEC - Refunds on exports of malted barley
Chile stated that unless a satisfactory solution to this problem was found on a bilateral basis. they would have to pursue the matter at the next Council meeting. The Community noted that bilateral negotiations had now begun.
(e) Tax Legislation
The Community recalled its concern over the deadlock in the Council Canada on DISC and its procedural proposal designed to resolve it. said that since the Panel had concluded that DISC was an export subsidy in contravention of Article XVI (4) the US should take early action to repeal it.
Item 6: Export Inflation Insurance Schemes
Both Canada and the US expressed their disappointment with the inconclusive results of the Working Party. Canada recalled its · proposal to the Council that a GATT panel should be set up to re-examine the problem and rule on the question of compatibility of such schemes with the General Agreement. They were ready to dis- cuss terms of reference with the parties directly concerned.
Item 7: Customs Unions and Free Trade Areas: Regional Agreements
India. commenting on the Community's agreements with Tunisia, Algeria and Morocco, emphasised continued need to subject such arrangements to careful examination. with a particular eye to the interests of third parties. Japan referring to the ASEAN agreement in particular, emphasised that all such arrangements should expand rather than divert international trade.
Item 9: Waivers under Article XXV
Decisions to extend the Indonesian and grant the Pakistani waivers were adopted by ballot.
Item 12: Provisional Acressions
The Contracting Parties agreed to the extension of the Provisional accessions of the Philippines and Tunisia.
Items 14 and 15: Poland and Romania - Consultations on Trade
Poland and Romania noted that certain contracting parties con- tinued to apply discriminatory quantitative restrictions to their exports, and called for early elimination thereof. in conformity with the rules of the GATT - a cry echoed by Czechoslovakia in the general debate.
