In spite of the increase in inports from non- EEC sources, EEC production remained at about the same level from 1974 to 1976. Intra-EEC trade accounted for 21.6% of total imports. Here again, there scons to be no need for "stabilisation" and in any case "stabilisation" of the bulk of non-EEC imports would not help the in- efficient Member States in view of the. substantial, intra- EEC trade.

In 1976, importa from Article 4 countries increased by 1.5% and imports from Hong Kong dropped by 0.4%, while imports from state-trading countries increased by 21.1%, from the KEC's Mediteranean associates by 30.6% and from i others, presumably mainly developed countries, by 43.9%. In 1976, imports from the third group of countries. accounted for 16.7% of total non-EEC imports and if this source is

not going to be restrained, "stabilis ation" will be oven less meaningless than indated by the figures are just given you.

In view of the increase in imports from non-EEC countries between 1974 and 1976, the increase in importa from Hong Kong in the period and Hong Kong's high. utiliation rate in 1976, it can be argued that there may be a real risk of parket disruption if the existing restraint on this item is removed.
