Despite the increase in non-EEC imports in 1975 end 1976, the REC managed to maintain ita production in 1975 at about the 1974 level and to increase it by 10.6% in 1976. In 1976, intra-EEC trade accounted for 60.4% of total imports and while intra-EEC trade increased by 17.4%, imports from non-ERC countries increased by 13.3%. So first of all the EEC cannot argue that its industry, on a Community-wide basis, has been hurt by imports from non-EEC sources, at least up to 1976, and secondly "stabiltation" of even the bulk of the latter at 1976 19 vele will not help the less efficient Meber Statoe who, if they are at present losing out to the more efficient. Member States, will continue to be hurt by imports, end increases in imports, from the se nære efficient Member States.

In 1976, importa from countries with which the EBC has concluded MFA Article 4 Agreements increased by 2% while imports from Hong Kong dropped by .13.4%. The bulk of the increase in non-EEC imports in 1976 came from the state- trading countries and the EEC's Mediterranean associates.

In view of the fact that ERC production is increasing and holds a large share of the market, it is difficult to accept that there exists a real risk of market d is ruption by Hong Kong-and--that there is a need for the prosent restraint to be continued.
