I enclose a copy of a telegram from Hong Kong, which you will wish to show to those concerned with the negotiations.

Subject to any comments you may have we proposed to telegraph the Governor on 17/18 October to assure him that the rumours reported to him are without foundation. Whether UKREP should have a cautionary word with Tran is
perhaps for consideration.
3.
I think the telegram underlines, however, the need.in the next few weeks, for particular discretion about what we say to whom in the margins of the negotiations in Brussels.
