Many thanks for sending me the folder of clippings on the textiles negotiations and the Governor's visit to London and Brussels. As you know, I have just returned from Hong Kong and I am afraid that the tenor of these press reports was well and truly reflected in all my discussions in Hong Kong, i.e. that Britain was not doing its job in maintaining Hong Kong's case against discrimination. All I can say is that we in the FCO will certainly continue to do our best to maintain Hong Kong's case but I do not have to tell you about the opposition we face. I am returning with this your clippings.
