The Minister of State considers that, in view of the present situation in Hong Kong, the Secretary of State will wish to be aware of what is happening in the textile negotiations between the Community and Hong Kong.
The background is set out in Mr Jenkins' submission of 9 A November to Mr Judd. Last night Mr Judd held a meeting with
FCO officials to agree on two telegrams, one to Hong Kong and one to Gibraltar. In the course of the meeting, Mr Murray briefed Mr Judd on the current situation in Hong Kong and the telegrams were drafted against this background. They have been personally approved by Lord Goronwy-Roberts.
At 3 pm this afternoon there will be an inter-departmental meeting in Whitehall to clear the telegrams.
