3. Once the negotiations are resumed we believe
that the right course is for the Community to seek to
carry matters rapidly to a conclusion in the next round
by going to the limit of whatever reserves it has in
hand for Hong Kong. Agreement with Hong Kong is both
important in its own right and for its effect on the
other negotiations. It is for these reasons that we have
been urging Hong Kong to resume and show some flexibility.
We think this is also the right course for the Community.
