1. I submit two draft telegrams on the lines agreed at
the Minister of State's meeting last night. They have been cleared with Hong Kong Department.
2. We have arranged a meeting in the Cabinet Office at 11.30 hours this morning at which, subject to any comments Ministers may have on the drafts, we will clear the telegrams with the other interested Whitehall Departments. The object would be to get the telegram to the Governor despatchalas soon as possible today.
